Registered Manager – Specialist Supported Living & Community Services

About the role

TS Healthcare is expanding into specialist supported living across the West Midlands, covering forensic and secure hospital step-down, adult mental health rehabilitation, MAPPA and high-risk offender accommodation, and prison-to-community resettlement.

This is a dual role. You'll hold CQC registration and carry full regulatory and operational accountability for the service, and you'll be out building relationships with commissioners to bring referrals in. This isn't a compliance-only post – growing the service is part of the job, not an add-on.

This is a genuine opportunity to shape a new service from the ground up and be the person both the regulator and the commissioners deal with directly.

Responsibilities

  • Hold CQC registration and carry full regulatory accountability for the service, including inspections and ratings.
  • Lead safeguarding and risk management for complex, forensic and high-risk cases, working within multi-agency frameworks including MAPPA.
  • Build and work commissioner relationships across NHS ICB, local authority and probation to bring in referrals for the service.
  • Convert enquiries into placements – qualifying referrals, matching to capacity, and closing them out.
  • Contribute to or lead tender and framework submissions to win new contracts.
  • Manage and develop the staff team – recruitment, supervision, training and performance.
  • Own incident reporting, complaints and safeguarding escalation, closed out within policy timescales.
  • Run safer recruitment properly on every hire, with registration checks independently verified.

Requirements

  • Level 5 Diploma in Leadership for Health and Social Care or working towards it with a clear completion date.
  • Minimum 2 years' experience as a Registered Manager or Deputy Manager in supported living, complex care or mental health services.
  • Working knowledge of CQC standards, KLOEs and the inspection process.
  • Experience managing individuals with forensic history, MAPPA involvement, severe mental illness or offending backgrounds.
  • Confident, credible communicator with NHS, local authority and criminal justice commissioners.
  • Understanding of safeguarding, risk management and multi-agency working (MAPPA, MARAC, CPA).
  • Full UK driving licence and access to a vehicle

Desirable:

  • Existing relationships with West Midlands ICB, local authority commissioning teams or probation services.
  • Experience contributing to or leading tender submissions.
  • Registered Nurse (RMN) or clinical background.
  • Experience opening or mobilising a new service or registration.
  • Previous P&L or budget-holding responsibility.
